Francis Tuttle Technology Center was established in 1979, when the boards of four school districts Deer Creek, Edmond, Putnam City and Western Heights passed a resolution to form Vocational Technical District 21. Over the years, the districts in Cashion and Crescent were added, establishing the district's current network of partner schools.
